the second degree, sexual offense in the first degree, sexual offense
in the second degree, or an attempt to commit such a crime involving a
victim who is a child under the age of 13 years; imposing a mandatory
minimum, nonsuspendable, and nonparolable sentence of 25 years
imprisonment for commission of one of the specified crimes; making the
Act an emergency measure; etc.
