Establishing a Task Force on a Statewide Stormwater Management and Sediment Control Initiative; establishing the membership and staffing of the Task Force; requiring the Governor to designate the chair of the Task Force; authorizing the Task Force to establish subcommittees; requiring the Task Force to evaluate and make recommendations regarding specified issues; requiring the Task Force to submit a final report to the Governor and General Assembly regarding the recommendations by July 1, 2008; etc.
