Authorizing the administrative judge of the Circuit Court for Baltimore City to appoint a jury commissioner and employ staff; repealing specified provisions that subject the jury commissioner's office to the personnel merit system of the office of the clerk of the Circuit Court of Baltimore City; providing for the compensation of the jury commissioner and staff; etc.
