Establishing procedures to be followed if the response to a claim
against a health care provider for damage due to a medical injury
includes an assertion that the claim is subject to procedures relating
to birth-related neurological impairments; altering the purposes of
the Maryland Health Care Provider Rate Stabilization Fund to include
paying specified medical expenses of individuals with birth-related
neurological impairments; requiring a specified portion of the Medical
Assistance Program Account to be used to pay these expenses; etc.
