Establishing ethics requirements that relate to planning and zoning proceedings and apply to members of the Frederick County Board of County Commissioners and specified other persons; prohibiting a Board member who has accepted a prohibited contribution from participating in related planning and zoning proceedings; requiring the disclosure of related ex parte communications; establishing penalties; etc.
