Synopsis:

Repealing provisions of law providing for and relating to a fuel efficiency surcharge or credit on specified new or used motor vehicles under specified circumstances; imposing a fuel efficiency surcharge on specified new motor vehicles under specified circumstances; requiring the Administration to adopt specified regulations; etc.
