Synopsis:

Requiring the Secretary of Budget and Management to include specified State contractual employees in the types or categories of State employees who are eligible to participate in the State Employee and Retiree Health and Welfare Benefits Program with State subsidies under specified circumstances; allowing specified members of the Employees' Retirement System or Employees' Pension System to purchase a specified service credit; etc.
