Allowing a credit against the State income tax equal to the sales and use tax on the total cost of purchases of Energy Star appliances or solar water heaters purchased between July 1, 2008, and December 31, 2008; prohibiting the carryover of the unused credit; limiting a specified credit against the State income tax by a specified amount; and requiring the Comptroller to submit a report to the General Assembly.
