Synopsis:

Establishing a pilot program on smart grid deployment under the authority of the Public Service Commission; stating specified findings of the General Assembly; providing for the purposes of the pilot program; requiring the Commission to conduct specified proceedings concerning the pilot program; requiring the initial deployment of smart grid technology under the pilot program to begin on or before a specified date; authorizing a specified electric company to recover specified costs under specified circumstances; etc.
