Synopsis:

Requiring a custodian of records to deny inspection of a public record or any part of a public record for which the request for inspection is related to a matter that is the subject of a pending civil action subject to specified exceptions; requiring a custodian to permit inspection of a public record if the court grants a petition for inspection on a showing of good cause; etc.
