consent for HIV testing; establishing procedures for referral for
treatment and supportive services for individuals who test positive;
requiring specified health care providers to notify pregnant women

requiring specified health care providers to advise pregnant women
that they have the right to refuse the test for HIV infection without
penalty; etc.
