Authorizing specified organizations in Carroll County to conduct specified card games and casino games under specified circumstances; requiring an organization to obtain a permit from the county commissioners before conducting games; specifying requirements for the conduct of games and limits for wagers and prizes; requiring the county to adopt regulations; and defining "casino night".
