Requiring the Secretary of Budget and Management to ensure that any contract entered into on or after July 1, 2009, for the administration of the flexible spending accounts available under the State Employee and Retiree Health and Welfare Benefits Program requires the administrator to reimburse an employee who has a health care flexible spending account for any money in the account forfeited by the employee under specified circumstances; etc.
