Requiring secondhand goods dealers to be licensed as dealers by the
Secretary of Labor, Licensing, and Regulation before doing business in
the State; providing that specified provisions of law supersede
existing laws of a county or municipal corporation that regulate
secondhand goods dealers; authorizing a county or municipal
corporation to enact or enforce laws that regulate secondhand goods
dealers if the law is more stringent than specified provisions of law;
etc.
