Defining the term "program or facility" so as to restrict the
application of specified reporting requirements regarding the death of
a mentally ill individual to specified mental health programs and
facilities; specifying that specified programs or facilities are
required to submit only one report of death; requiring the
administrative head of specified nonresidential psychiatric
rehabilitation programs to make a report of death to the Director of
the Mental Hygiene Administration by a specified time; etc.
