Requiring the Department of Health and Mental Hygiene to develop
accountability measures that indicate quality of care or a commitment
to quality of care for use in a pay-for-performance program; requiring

facilities and other stakeholders, to develop accountability measures
to use in the pay-for-performance program that take into account both
performance and improvement; requiring that the accountability
measures be objective and measurable; etc.
