Synopsis:

Authorizing the parole of a specified person with the approval of a specified three-judge panel sitting in banc; allowing specified individuals under specified circumstances to seek in banc review of a judgment or determination on any point or question relating to a conviction or sentence by filing a notice for in banc review after a specified time; etc.
