individual is either a United States citizen or is lawfully present in
the United States in accordance with federal law before the Motor
Vehicle Administration may issue an identification card, a driver's
license, or a moped operator's permit; requiring an applicant for a
driver's license who is not eligible for a Social Security number to
provide the Administration with specified documentation; etc.
