Synopsis:

Requiring the Department of General Services to procure a specified electricity supply on behalf of specified units of State government and specified counties and municipal corporations; requiring the Department to procure electricity supply through competitive sealed proposals under specified circumstances; requiring the Department, after consulting with the Public Service Commission and the Maryland Energy Administration, to adopt specified regulations; etc.
