Public Service Commission - Energy Efficiency - Cost Recovery Surcharge Prohibition

Synopsis:

Prohibiting the Public Service Commission, when implementing specified energy efficiency and conservation measures, from allowing a gas company or an electric company to impose a surcharge or any other additional fee on residential ratepayers for the purpose of cost recovery in addition to the adopted rate; and making the Act an emergency measure.
