Synopsis:

Requiring the Secretary of State to review the qualifications of applicants to be notaries public; requiring the Secretary to make recommendations regarding the sufficiency of these qualifications to specified Senators; repealing the requirement that a Senator approve the application of an out-of-state individual as a notary public; etc.
