Requiring, in the case of a bill that will have a fiscal impact on the State or on local government and for which a revised fiscal note has been prepared, that the third reading version of a bill and the revised fiscal note be posted on the General Assembly website for 72 hours before a vote on final passage of the bill may be taken in the bill's house of origin; excluding Sunday from being included in the calculation of the 72-hour time period; and providing for an exception.
