Synopsis:

Requiring a cable operator to provide specified options to subscribers concerning purchase of a cable converter box; providing that a cable operator may continue to offer specified options; prohibiting a cable operator from discriminating between specified subscribers based on whether a subscriber rents, leases, or owns a cable converter box; etc.
