Synopsis:

Making marijuana a Schedule II controlled dangerous substance; requiring the Department of Health and Mental Hygiene to issue a specified request for proposals to select authorized growers of marijuana for medical use; providing for specified requirements of authorized growers; prohibiting an authorized grower from holding any other permit issued under a specified provision of law or being a physician who prepares a specified written certification; etc.
