Establishing that it is a civil offense instead of a criminal offense
for a person to place an abandoned refrigerator uncrated, not openable
from the inside, outside a building in a place accessible to children;
repealing criminal penalties; establishing a penalty for a violation
of the Act; establishing that an adjudication under the Act is not a
criminal conviction for any purpose and does not impose any civil
disability that may result from a criminal conviction; etc.
