Proposing an amendment to the Maryland Constitution that changes the
process of legislative districting and apportionment in the State by
establishing a Legislative Districting and Apportionment Commission;
providing for the membership, qualifications, chair, and duties of the
Commission; requiring the Commission to establish rules and procedures
subject to the State laws governing open meetings and public records;
requiring the Court of Appeals to make determinations regarding the
redistricting plan; etc.
