Altering the distribution of proceeds of video lottery terminals to
the video lottery operation licensee in Baltimore City under specified
circumstances; clarifying that specified requirements regarding
minority business participation and employment apply to a specified
video lottery operation licensee in Baltimore City; and authorizing
the licensee in Baltimore City to own or lease each video lottery
terminal device and the associated equipment and software used in the
video lottery facility.
