occupant is restrained by a seat belt or a child safety seat;

repealing an exception to the requirement to secure specified children
in a motor vehicle with a seat belt or a child safety seat; altering
the standard for the number of seat belts required to be equipped in
the front and back seats of specified motor vehicles; etc.
