Synopsis:

Prohibiting an insurer from filing a plan of material reduction in homeowner's insurance on specified bases or in specified areas under specified circumstances; authorizing the Maryland Insurance Commissioner to approve the filing of a plan of material reduction under specified circumstances; authorizing an insurer to cancel or fail to renew homeowner's insurance policies under specified circumstances; altering the definition of "material reduction"; etc.
