Establishing a guaranteed retirement income plan and a retirement

System elect to become members of the guaranteed retirement income
plan or the retirement savings plan by June 15, 2011; requiring that
individuals who become employed by a participating employer on or
after June 1, 2011, become members of the guaranteed retirement income
plan or the retirement savings plan; etc.
