Prohibiting a person in Anne Arundel County from manufacturing,
distributing, dispensing, or possessing with intent to distribute a
controlled dangerous substance in violation of a specified provision,
or conspiring to commit the offenses, in a public park or recreation
area; establishing penalties for a violation of the Act; establishing
that a specified mandatory minimum penalty may not be suspended;
establishing the ineligibility for parole for a specified person
except under specified circumstances; etc.
