Authorizing the Frederick County Board of Education to place school bus monitoring cameras on county school buses to record a motor vehicle committing a violation relating to overtaking and passing school vehicles; requiring a school bus operator to give a recording of the violation to a specified local law enforcement agency; providing a specified penalty; etc.
