Synopsis:

Requiring restrictions on specified provisional driver's licenses to prohibit specified licensees from operating a motor vehicle unless each occupant is restrained by a seat belt or a child safety seat; altering the standard for the number of seat belts required to be equipped in the front and back seats of specified motor vehicles; redefining a specified term; clarifying the circumstances under which specified restraint devices may be sold; altering specified penalties for violating specified provisions of this Act; etc.
