Altering the membership of the State Board of Elections and the local
boards of elections by replacing principal minority party members with
members who are not affiliated with the majority party; requiring the
Governor to appoint members of the State Board and the local boards

providing for filling a vacancy on a local board of elections in a
seat formerly held by a member who is not affiliated with the majority
party; etc.
