Requiring the Department of the Environment to establish and maintain a Gas and Oil Lease Registry; requiring a person that holds a lease that grants gas or oil rights on property located in the State to register with the Department in a specified manner; requiring the Department to collect a $5 fee for each registered lease; etc.
