Ground Leases - Registration - Failure to Register
Prohibiting a ground lease holder from collecting ground rent
payments, bringing a specified action, or obtaining a specified lien
unless the ground lease is registered with the State Department of
Assessments and Taxation and the ground lease holder has mailed a bill
to specified addresses; repealing a deadline for registering a ground
lease with the Department; requiring the State Department of
Assessments, on specified request, to cause a specified notice to be
filed in the land records of a specified county; etc.
