program and establishing the Charles W. Riley Fire and Emergency
Medical Services Scholarship; establishing eligibility requirements

educational expenses; authorizing the annual amount of a scholarship
to be up to a specified percentage of the equivalent tuition and
specified fees of a specified institution of higher education; etc.
