the composition, chair, and staffing of the Commission; prohibiting a
member of the Commission from receiving specified compensation, but

Commission to assess the feasibility and fiscal implications of a
competitively neutral communications tax and fee system that
eliminates the disparate treatment of similar communications service
providers; etc.
