Requiring the Department of Labor, Licensing, and Regulation to
develop and maintain an Independent Contractor Registry; authorizing
an individual who performs construction services or landscaping
services as an independent contractor to register with the Registry;
establishing that work performed by an individual registered with the
Registry is not presumed to create an employer-employee relationship
for the purposes of specified provisions related to workplace fraud;
etc.
