Establishing the Containment Laboratory Oversight Division in the
Department of Health and Mental Hygiene; requiring the Division to
establish and enforce specified standards and requirements relating to
specified containment laboratories in the State for a specified
purpose; requiring that on or after January 1, 2014, a facility be
licensed by the Division before the facility may operate a containment
laboratory; etc.
