Requiring a local board of elections to send specified voters an
absentee ballot by the Internet or facsimile transmission under
specified circumstances; requiring the State Board of Elections to
provide an online ballot marking tool for voters to use to vote an
absentee ballot, subject to a condition; requiring a local board of
elections to provide specified voters with an envelope, oath, and
instructions for completing and mailing an absentee ballot; requiring
the State Board of Elections to present a specified report; etc.
