Sustainable Growth and Agricultural Preservation Act of 2012

specified plan; prohibiting the approval of a residential major
subdivision if a local jurisdiction has established specified tiers
unless a planning board reviews and recommends the approval under
specified circumstances; prohibiting the Department of the Environment
from approving a major residential subdivision under specified
