Providing that if a bill for water and sewer services within the
Washington Suburban Sanitary District is not paid within a specified
time period the charges, interest, and penalties constitute a lien in
favor of the Washington Suburban Sanitary Commission, extending to
specified property and rights to property belonging to a specified
person or fiduciary estate; requiring the Commission to file a notice
of a specified lien with the clerk of the circuit court for the county
in which the property is located; etc.
