Requiring the State Board of Education to establish religious bills of
rights for specified individuals connected to public schools on or
before September 1, 2012; requiring the religious bills of rights to
include specified rights; requiring the State Board to prepare and
update guidelines relating to the goals and use of the religious bills
of rights and distribute those guidelines to each county board of
education on or before September 1, 2012, and each year thereafter;
