Synopsis:

Requiring the Department of the Environment to create a specified formula for determining a payment amount for a qualified offer; requiring that the formula established for determining a payment amount for a qualified offer meet specified criteria; requiring the Department to adopt specified regulations; and declaring the intent of the General Assembly.
