Budget Deficits - Education Trust Fund and Taxes, Fees, and Tolls

Synopsis:

Proposing an amendment to the Maryland Constitution requiring money in the Education Trust Fund to be transferred to the General Fund of the State in fiscal years 2014 and 2015 in an amount sufficient to cover any budget deficit for that fiscal year and prohibiting the rates of State taxes, fees, or tolls from being increased or new taxes, fees, or tolls from being imposed or collected in fiscal years 2014 and 2015; providing for the expiration of specified provisions of the Act; etc.
