Synopsis:

Authorizing the creation of a State Debt of $385,083,000 for various capital projects in the State, including public school construction, and for grants to specified subdivisions and organizations, subject to specified matching fund requirements; providing that unexpended appropriations in prior Capital Budgets and Bond Acts be expended for other public projects; altering requirements for specified programs in prior Capital Budgets; and reducing the State Debt in prior Capital Budgets and Bond Acts by specified amounts.
