Requiring the Secretary of Human Resources to establish a Job Skills Enhancement Pilot Program; requiring the Secretary to give priority to and use a specified percentage of funds allocated to demonstration projects for the funding of regional proposals; repealing a provision of law that required the Secretary of Health and Mental Hygiene to apply for a specified waiver; etc.
