Synopsis:

Authorizing a horse racing licensee in the State that is outside a 60-mile radius of another horse racing licensee to contract to hold pari-mutuel betting on races held on certain out-of-state tracks; and requiring a licensee who holds and simulcasts a race to an out-of-state facility to offer at the same price to simulcast the race to a specified track.
