Public Institutions of Higher Education - Affiliated Foundations

Synopsis:

Authorizing the presidents of the constituent institutions of the University System of Maryland to establish campus-based foundations under certain circumstances; clarifying that affiliated foundations may not be considered agencies or instrumentalities of the State or units of the Executive Branch for any purpose; and clarifying that a financial obligation or liability of an affiliated foundation may not be considered a debt or obligation of the State or the University System of Maryland.
